Chito-Man's first prototype of a reconnaissance and maintenance robot was VAX V.1. During a storm event and power surge, VAX V.1.'s code developed a fundamental flaw and during the surge the robot became active. Instead of collecting waste and relocating it to sustainable disposal locations, the programming error caused the robot to immediately re-disperse the waste it collected.

Chito-Man lost control of his invention and it fell into The Baron's hands, who named it Scattershot. Scattershot is The Baron's greatest instrument at distracting the Stormwater Defenders' attention away from his own nefarious activities. Scattershot obeys its new master's commands and spreads waste wherever it goes.
