Origin: Raised in a small town in the early 70's, Willy Pierce (Sergeant Stormwater) was raised in a town where the quality of the water was not a primary concern. What they didn't know was that the whole town lived above an aquifer. Unfortunately, an industrial plant nearby had been shedding polluted runoff into the town's storm drains for years. No one knew until eventually, everyone in the town became sick. Everyone, except for Willy.

Willy grew faster and stronger than the other kids. When Willy got to high school, a military scientist watched Willy play football and became curious as to how and why Willy stood out on the field.

At the age of 18, Willy was eligible for recruitment into a special task force. Guided by the scientist who had followed his young football career, the recruitment team was aware of his already enhanced abilities and decided to move him to a unique program for further testing.

From interviews with him, scientists in the new program learned that Willy drank water from a well every day, a well which was directly downstream from the power plant. They also found that Willy's metabolism processed charged metals from the power plant discharge in a way that caused the metals to fuse to his muscle and bone structures, resulting in iron-like strength. The research team began directly infusing the stormwater into Willy's system in different ways to see which method yielded the best results.

A few years passed and the stormwater experiment exponentially increased Willy's strength, speed, and intelligence. His abilities far exceeded all other recruits. After their final test and examination, Willy decided his newfound strength could be used to save his town and the planet's water resources. He left the program to form his own team. He became the leader of an elite group of individuals seeking to protect water quality for everyone.

He called this elite group the STORMWATER DEFENDERS.
