There are no records of where and when Spectro hailed, and no one knows his true origin. Some say that news anchors in the 1970s reported a story about a man who fell down a CSO structure never to be seen again. One cloudy day in New York City, from inside a 96" outfall, Spectro walked into the world.

Sometime later, VAX was on a reconnaissance mission when he noticed light flashing down inside a catch basin. He watched from a distance for a time, and eventually Spectro emerged. VAX reported his findings to the DEFENDERS and Sergeant Stormwater requested a meeting with Spectro. Curious, Spectro obliged. Sergeant Stormwater questioned Spectro about the activities VAX had observed, and Spectro explained that he was inspecting the city's subgrade infrastructure for signs of Tox-Ick's illicit discharges. Knowing exactly who Tox-Ick is, and his role as one of The Degraders, Sergeant Stormwater immediately invited Spectro to join the STORMWATER DEFENDERS.

Spectro wields Gancho, a glowing grate hook which provides him quick access to the underground world. Gancho's glow provides a light source for inspections of these subgrade worlds.

Spectro has enhanced vision which allows him to detect defects and illicit connections in the infrastructure. Together, Spectro and Gancho investigate the network of subgrade infrastructure for signs of his nemesis Tox-Ick, who may be introducing non-stormwater pollutants into the stormwater system! Spectro's mission is to Keep Clean Water Clean!
